As a member of Congress, McCulloch is considered to be one of the instrumental figures of the Civil Rights Act of 1964. McCulloch served in the Ohio House of Representatives from 1932 to 1944 and was Speaker of the House from 1939 to 1944 at the Ohio Statehouse.
